RM 50 Million estimated loss for the flood...

Flash flood is a trend in Kuala Lumpur, mainly due to poor drainage and clogging dues to "bad habits" of Malaysians throwing rubbish as well as dried leaves. In order to solve the problem, the government build the SMART tunnel. However, for unknown circumstances, it becomes a road tunnel with a RM 2 fees. Hence, when the flood occurred last week, SMART "wasn't" ready yet. So... if a tunnel is built for flood is not ready, why is the road can be used? Is the toll collections more important than the actual usage of the tunnel. I pity the traders and the people who got affected by the flood and who is going to pay the RM 50 million?
